## What makes the handoff reliable

### Ordered chains with retries

Ring each contact in the order you define, with per-contact timeouts, retries, and availability windows so off-shift people are skipped.

### Voicemail rejection (AMD)

Answering machines are detected in ~2 seconds and skipped. Voicemail never counts as a successful dispatch.

### Whisper + press-1 confirm

The reached tech hears context first and confirms with a keypress — no cold "who is this?" handoffs.

### Broadcast & SMS blast
